April 30, 2009

On April 29, 2009 at approximately 7:50 pm residents in the area of 68 Forrest St. reported seeing a black bear in their backyard. When police arrived on scene with the Animal Control Officer, the bear was wandering in the reporting parties’ backyard. The bear did not appear to be apprehensive toward the people observing him. The Plaistow Animal Control Officer, David Sargent, indicated that the bear was approximately 250 lbs. Later in the evening, the bear was spotted in the area of 94 Forrest St.  

The Police Department wants to make residents aware of the bear’s presence in the area and offers the following guidelines:

        ·       Never approach or try to chase or follow the bear;

        ·       Residents should pull in their birdfeeders and should secure their trash bags and barrels as the bear was obviously looking for food;

        ·       Residents should try to limit the times of outdoor exposure for their small pets such as cats and dogs;

        ·       If anyone should observe the bear in their neighborhood, again, please do not approach it. Call the Police Department and let us know the last location you observed the animal.  

The Plaistow Police Department has two clear photos of the bear taken by the reporting party last night. I can share these photos (if wanted) but need to insure that the appropriate credit is given.

On 03/04/09 Emanuel Cepeda a/k/a Jay was arrested, after a month long investigation by the Plaistow, Atkinson, and Kingston Police Departments.  This investigation was led Plaistow Police Detective George Wickson.

During the investigation, numerous buys were conducted using an under cover police officer.  Last night, the under cover police officer purchased additional narcotics from Emanuel Cepeda and subsequently arrested him in the Kohl’s parking lot in Plaistow, NH.  During the arrest, a large amount of drugs were found on Emanuel Cepeda.  

Emanuel Cepeda has been dealing narcotics including oxycontin, cocaine, and heroin in Southern NH.  Through information gained by other arrests, Emanuel Cepeda became known to the Plaistow Police Department last year for dealing narcotics.    

Emanuel Cepeda has been charged with five (5) counts of possession of a controlled drug with intent to distribute and seven (7) counts of possession of a controlled drug.  He is currently being held on $50,000 cash bail and will be arraigned this morning at the Plaistow District Court.

February 11, 2009

On February 10, 2009 at 7:30 pm, Plaistow Police received a call reporting that an armed robbery had just occurred at the Getty Gas Station located at 70 Plaistow Rd. (Rt. 125). Upon arrival to the scene, the Officers located and met with the victim, a 17 year old male.

The victim reported that he had taken trash to the dumpster and while doing so, was approached by 2 male subjects. One of the subjects told the victim that he had lost his cell phone and wanted the victim to call the missing cell phone in the hopes of hearing it ring. The victim agreed and told the police that his cell phone was back in the booth of the gas station. The victim returned to the booth and was followed by the two suspects.

As the victim reached into the booth to retrieve his own cell phone, his back was turned to the suspects. As he turned around, both suspects were in the booth with him and one of them was now stating that he had a gun. When asked, however, the victim stated that he never saw a weapon. The victim was then hit in the head with an object that he believed may have been a firearm.

One of the suspects then demanded money and the victim gave them an undisclosed amount of cash. The other suspect then grabbed a carton of cigarettes off a shelf in the booth. Both suspects fled the scene running behind the gas station toward Blossom Rd. The victim was unable to see if the suspects got into a vehicle.

The description given of the two suspects is as follows:

Both Hispanic males, in their 20’s with thin builds – approximately 5’9” tall .Both were wearing blue jeans and one suspect was wearing a red and black sweatshirt. Both suspects were wearing gloves.

December 29, 2008

On 12/29/08 at 1:20 p.m. MPO George Wickson of the Plaistow Police Department attempted to stop a 1995 Chevy Lumina bearing NH Registration Plates for a Marked Line Violation as it traveled north bound on Rte 125, MPO Wickson stopped the vehicle, approached and identified himself as a police officer, he asked the occupant to step from the vehicle. The driver of the vehicle then accelerated at a high rate of speed traveling north on Rte 125.

The vehicle lost control in the east side entrance to the Cumberland Farms parking lot where it struck a light pole; MPO Wickson positioned his unmarked cruiser to the driver's side of the fleeing vehicles drivers' side, the vehicle then speed off through the parking lot of Cumberland Farms striking the passengers side of MPO Wickson's cruiser. The vehicle then proceeded at a high rate of speed on Danville Road where it turned North Bound on Rte 121A towards Hampstead.

In the area of 231 Main Street the vehicle slowed where a female passenger in the vehicle jumped out and landed on the ground, the vehicle then crashed into a snow bank off of the roadway, MPO Wickson positioned his cruiser along the passengers side of the fleeing vehicle, the vehicle then accelerated out of the snow bank striking the drivers side of the cruiser.

The pursuit was actively terminated at this time; the vehicle was followed by an undercover surveillance vehicle where it was later stopped in Hampstead without further incident.

Arrested was the driver of the vehicle, Barry Gallant of 132 Bridge St Apt #5 in Manchester NH. Gallant is 41 years old. He has been charged with the following offenses:

YELLOW LINE VIOLATION
DISOBEYING A POLICE OFFICER
FELONY CONDUCT AFTER AN ACCIDENT
FELONY RECKLESS CONDUCT (X3)
KIDNAPPING
CRIMINAL RESTRAINT

The female in the vehicle indicated that she was asking Gallant to let her out of the vehicle and he would not, she stated that she put the vehicle into park and as it slowed she jumped out, she was transported to the Merrimack Valley Hospital for non life threatening injuries. The Plaistow Police Department is not releasing the victim's information at this time.

Gallant was held on $150,000.00 cash bail, Gallant is currently on probation in New Hampshire and a "No Bail" detention order was filed by the Dept of Probation.

The accident investigation is being conducted by the New Hampshire State Police; Troop – A – Epping NH. Additional assistance was received by the Atkinson Police Department, Kingston Police Department and the Hampstead Police Department.

October 20, 2008

On October 10, 2008, Officers from the Plaistow, New Hampshire and Kingston, New Hampshire Police Departments began executing arrest warrants on individuals identified as a result of an ongoing narcotics investigation related to the arrest of Luis Peguro-Tejada of Lawrence Mass on October 8, 2008.

Arrested on October 10, 2008 was 22-year-old Matthew J. Cunningham of 26  Greenfield Drive in Plaistow, New Hampshire.  Cunningham was charged with three counts of Possession of a Controlled Drug with the Intent to Sell, a class A felony, one count of Possession of a Controlled Drug, also a class A felony, and a misdemeanor count of Possession of a Controlled Drug in a Motor Vehicle.

In addition, Police have been in contact with 26-year-old Joseph Devellis of 198 Main St in Sandown, New Hampshire, Devellis was advised that an arrest warrant was issued for him charging him with Possession of a Controlled Drug with the Intent to Sell. Devellis is making arrangements to turn him self in on this warrant.

Three additional people were contacted by police and made aware that they were targets of the investigation. All three have been in contact with law enforcement agencies and as a result, additional information is being evaluated by the involved agencies. At this time, their arrest status has been classified as part of the ongoing investigation.

All persons involved in the investigation of Luis Peguro-Tejada have been identified and either arrested or interviewed by local law enforcement agencies. During the course of the investigation, Police allege that some of these identified individuals had purchased heroin from Luis Peguro-Tejada and later resold the drug locally. The controlled drug purchases were conducted in the Plaistow and Kingston area over a two-month period.

                        July 22, 2008

The Plaistow, N.H. Police Department is investigating an interrupted house burglary:

On July 22, 2008 at 10:07 am, Officers were dispatched to a resident home on Partridge Lane for a reported burglary in progress. The residence is located on the Rte. 108 side of Town about 1 mile from the Haverhill, Massachusetts State line. The homeowner left his house for less than 20 minutes leaving his garage door open. The entryway to the house through the garage was left unlocked.

When the homeowner arrived back at his residence, he found a white Toyota Corolla in his driveway with a white male sitting in the driver's side. The home owner noted that the plate was covered with duct tape on both the front and rear of the vehicle. As he entered his driveway, the driver sitting in the Toyota sounded the vehicle’s horn. The homeowner approached the driver and asked what he was doing. The driver replied that he was looking for "Fox Hill Road".  At this time, two white males came running from the garage and got into the waiting vehicle. The vehicle then fled at a high rate of speed towards the main road.

The driver of the Toyota was described as a white male, mid to late 30's, with a large build. He was clean shaven with a dark skin tone (tan to Mediterranean).

Suspect #1 (who fled from the house) was described as a white male, 5'11", late 20's, large build, same complexion as the vehicle driver. The suspect was wearing a dark sweatshirt and shorts. He was carrying a backpack, unknown type, style, or color.

Suspect #2 (who fled from the house) was described as a white male, 6'1", 170 to 180 pounds, with dark hair. He was wearing jeans and was carrying a camouflaged colored backpack.

The vehicle was described as an early model (around 2000) Toyota Corolla, 4 door, color: white. The vehicle was described as being in good condition with no noticeable stickers or decals, damage, or rust. The homeowner stated that the vehicle had Massachusetts registration plates that were covered with duct tape.

The homeowner reported that two jewelry boxes were stolen from the residence. At this time, the type and amount of jewelry is unknown. Any additional items stolen are pending an inventory from the homeowner.
